Product approval is the part that catches people
Clearwater requires a Product Approval Specification Sheet listing every exterior product to be installed, roofing materials included, along with the product approval or NOA cover sheet and the installation instructions from the DBPR website for each product.
Largo asks for a product approval form listing each roof product to the decimal point, with Florida Product Approvals and installation instructions kept available on site.
For a metal system that means the panel, the fastener, and the underlayment are approved together as specified. Swapping a component for something similar is not a like-for-like substitution as far as the inspection is concerned.
Same permit path as any other covering
Clearwater lists installation or replacement of any roofing component as work requiring a permit, and requires licensed contractors to submit online for roof permits. Unincorporated Hillsborough County, covering Riverview and Brandon, runs its Progress Check inspection on roof attachments followed by a Final inspection regardless of covering type.
The 2007 code requirements around secondary water barriers and strengthening or correcting roof-decking attachments during reroofing apply to the reroof, not to the choice of covering.
What we are not going to tell you
We are not going to publish a service life figure, a wind rating, or an energy saving percentage for metal roofing on your house. Those numbers are specific to an approved assembly and a specific address, and generic versions of them are marketing.
For the design wind speed at your address, the ASCE 7 Hazard Tool returns the actual parameters. That is a better answer than a number we would be inventing.
