What City of Clearwater Planning and Development requires
Verify anything here against their own page before you rely on it.
The threshold is a dollar figure, not an area
Clearwater lists installation or replacement of any roofing component as work that requires a permit. The only stated exception is repairing a very small and minor roof leak under $500.
Your contractor must file online
The city requires all licensed contractors to submit online for roof permits. Applications run through Accela.
Notice of Commencement over $5,000
Jobs valued above $5,000 need a Notice of Commencement recorded with the Pinellas County Clerk of Court before the permit is issued, with a certified copy posted on site.
Product approval is itemised
Submittals require a Product Approval Specification Sheet covering every exterior product including roofing materials, plus the approval or NOA cover sheet and installation instructions from the DBPR site.
Plan review is running long
The city target for residential plan review is 4 business days, and it currently notes the timeline is extended by up to 15 days due to volume. A permit also expires if it sits six months without a passed inspection.
