Verified permit fees and thresholds
These are the figures published by the jurisdictions themselves. We do not invent a price per square for the roof. Ask any roofer to break out material, labour, disposal, and permit separately.

Cost drivers we can name
- Replacement vs recover. Removing the existing covering and repairing substrate is a different job from installing over a prepared existing covering, and the code treats them as different things.
- What the decking turns out to be doing. Nobody can price damaged substrate before the old covering comes off. A quote with no allowance for it is not a complete quote.
- Whether the 25 percent exception applies. A roof that meets the 2007 code or later can be repaired in part. A roof that does not can be pulled into full current-code compliance. Same damage, materially different bill.
- Product approval scope. Largo wants each roof product listed to the decimal point. Substituting a covering after approval means new paperwork and potentially a new inspection.
Permit costs we can verify
Plant City publishes its fee schedule. A residential re-roof permit is charged on job valuation with a $90 minimum. Commercial re-roof is $150 plus job valuation, and commercial roof repair is $100 plus job valuation. A Notice of Commencement carries a $5 fee, and reinspection is $40 for the first tag, doubling for each one after.
Clearwater does not publish a flat roofing fee, and instead offers a fee estimator. It does require a Notice of Commencement recorded with the Pinellas County Clerk of Court for jobs valued above $5,000, and the plans review fee is payable at time of submittal rather than at issuance.

How to read a roofing quote
Ask for material, labour, disposal, and permit broken out separately. A single lump sum is not a quote, it is a number.
Ask what happens on a red-tagged inspection and whose cost the reinspection fee is. Get it in writing.
Ask which code edition the existing roof was permitted under, because that determines your scope. If the contractor has not looked it up, they are guessing at the scope and therefore at the price.
